Manorhamilton Enterprise Forum was set up in 2003 as a company
limited by guarantee. To date the forum has 60+ members comprising
owner/managers of businesses from the Manorhamilton area. The
forum members were aware of a number of housing developments in
the planning phase for the town and came to the conclusion that
these significant housing developments would need to be done in
parallel with social, cultural and economic development. Due to
the proximity of Manorhamilton to Enniskillen and Sligo there
is a danger that Manorhamilton will become a satellite town for
commuters. The business people felt that in forming the forum,
structures had to be put in place to ensure balanced and sustainable
social, cultural and economic development.
Aims and Objectives
'Manorhamilton a better place for everybody'
The Manorhamilton Enterprise Forum Ltd. has a mission statement
“to act as an enabling vehicle for the creation of new enterprise
and the overall enhancement of the town’s environment”.
All of their endeavours will have a high social content with
specific emphasis on job creation and the provision of new amenities
built around the town’s underdeveloped natural characteristics
and rich historical heritage.
Its main objective is to develop projects to start up stage and
facilitate as necessary their implementation and follow through
to completion. These projects will be aimed at fulfilling needs
in the town to meet the requirements of a growing population.

development of the town.

To raise enterprise awareness among the community.

To work with all sectors of the community and
facilitate development of community businesses and the social
economy.

To acquire land suitable for development of
enterprise workspace.

To acquire land and buildings suitable for
tourism and cultural development.

To provide training and mentoring to members
and the wider community on relevant aspects of social, cultural
and economic development.

To form strategic alliances with economic and
social development agencies both statutory and voluntary.
External Evaluation
As part of the criteria laid down
by ADM/CPA it was necessary to have an independent company evaluate
our project. This was carried out by Momentum Consultants and
formed a 43 page report. Following is some of their findings
Financial Management
As evaluators, we undertook a
review of financial management procedures and financial management
performance in relation to budgetary expenditure. Financial recording
and reporting has been evaluated as comprehensive, appropriate
and accurate. On the basis of correspondence and reports reviewed
as part of the evaluation process, we conclude that quarterly
submissions to ADM/CPA seem to have been timely and accurate,
undoubtedly facilitated by the experience of Noel Loughlin. In
terms of financial administration, this project has established
and maintains a compliant and effective system to meet not only
the requirements of both the company and its audit responsibilities
but also ADM/CPA Programme for Peace & Reconciliation. Where
appropriate the Co-ordinator has committed to implement ADM/CPA
monitoring templates but they also rely on their own internal
monitoring and reporting formats.
Project Implementation
Manorhamilton Enterprise Forum
has successfully and commendably implemented the project, surpassing
all target outputs by at least two fold. In particular, we summarise
the following implementation highlights:-
A broad and appropriate programme of training has benefited 190
businesses/communities

12 new jobs created
as a result of this project.

80 individuals/businesses/community
groups accessing the enterprise resource.

Substantial and
impressive progression of three flagship infrastructure projects.

St. Clare’s
Hall, The Back Lands Project and the River Walks project.

Community amenities
and services levered or partnered – Star Forth Heritage
Project, broadband, playground, Origin Farmers Market, Role
Skillnet.
The project corresponds very closely
to the measure under which it has been funded, and applies to
an area of high deprivation. It very clearly relates to supporting
entrepreneurship and enterprise development in the Border Region
and carries strong delivery potential and cross-community and
cross–border contact.
